    I doubt the author has even been to Pto Vallarta. Yelapa is not “Rarely visited” by tourists, there are many boats both big excursion boats and smaller pangas that bring several hundred tourists a day to the cool little town. Sayulita, very appealing in its own right, is actually the name of the town where the beach is located. It’s close to an hour drive from the middle of Pto Vallarta to Sayulita. I do believe the author is confusing the city of Puerto Vallarta with the states of Jalisco where Pto Vallarta is located and Nayarit where Sayulita lies.
